Both countries underlined the importance of ensuring the security and stability of navigation in the Red Sea and regional waterways in accordance with international law and conventions, including the 1982 United Nations Convention on the Law of the Sea, in order to guarantee freedom and smooth flow of navigation, and to ensure security and stability, the statement read.
They also reaffirmed the necessity of completing the demarcation of the maritime borders between Kuwait and Iraq beyond maritime marker No. 162, in accordance with international law and the 1982 United Nations Convention on the Law of the Sea. They emphasized as well the need to respect UN Security Council Resolution 833 of 1993 and Kuwait’s sovereignty over its land territory and maritime areas, the statement stated.
Regarding the Khor Abdullah waterway, both Egypt and Kuwait stressed the need to adhere to the agreement on the regulation of maritime navigation in Khor Abdullah, signed between the two countries on April 29, 2012, which entered into force on December 5, 2013, after ratification by both countries and joint deposit with the United Nations on December 18, 2013.
They also emphasized, according to the joint statement, the importance of adherence to the 2008 Security Exchange Protocol and its accompanying map, highlighting the importance of ensuring the security and safety of navigation in the Khor Abdullah waterway and protecting it from any cross-border terrorist or criminal activities.
The Kuwaiti side stressed the importance of supporting UN Security Council Resolution 2732 (2024) and continuing the Security Council's monitoring of developments in the humanitarian files of prisoners and missing persons, and the file of Kuwaiti properties, including the national archives, according to the statement.
The Egyptian and Kuwaiti sides reaffirmed their commitment to the Security Council framework as outlined in Resolution 2107 (2013), which mandates the submission of related reports exclusively to the Security Council and not to any other UN bodies.
They also emphasized the continuation of the periodic reporting mechanism, noting its tangible positive impact. The Kuwaiti side further stated that the fair and appropriate alternative after the conclusion of the United Nations Assistance Mission for Iraq (UNAMI) is the appointment of a high-level coordinator by the UN Secretary-General to follow up on Kuwait’s humanitarian and national files, as was done prior to Resolution 2107 (2013). This mechanism had been previously tested and proven successful, the Kuwaiti side noted, calling on the Iraqi government to cooperate in making progress on these issues and to exert maximum efforts to reach a final resolution.
For its part, the Egyptian side stressed the importance of continued cooperation between Kuwait and Iraq to resolve outstanding issues within the framework of relevant international resolutions, in light of the fraternal relations between the two countries and peoples.
The two sides also affirmed that the Al-Durra gas field lies entirely within Kuwait’s maritime territory and that the ownership of natural resources in the submerged area adjacent to the Divided Zone—where the field is located—belongs exclusively to the State of Kuwait and the Kingdom of Saudi Arabia, based on agreements between the two countries, according to the joint statement. They rejected any claims by other parties to rights in that area, it said.
At the conclusion of his official visit, President Abdel Fattah El Sisi expressed his deep thanks and appreciation to his brother, Emir of Kuwait Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, the for the warm welcome and generous hospitality extended to him and his accompanying delegation during their stay in Kuwait.
