The leaders called for political, financial, and legal support for the joint Arab-Islamic plan adopted at the extraordinary Arab Summit on March 4, 2025, in Cairo, and the OIC foreign ministers’ meeting in Jeddah on March 7, 2025, concerning Gaza’s recovery and reconstruction.

They emphasized that this support should be within a political framework that leads to the realization of Palestinian independence and guarantees the people's right to their land and prevents their displacement.

They urged states and regional and international financial institutions to expedite the provision of necessary funding for implementing the plan and welcomed proposals from Arab countries to establish a reconstruction fund for Gaza, particularly the initiative by Iraqi Prime Minister Mohammed Shia' Al Sudani during the 2023 emergency summit in Cairo and the 2024 Arab-Islamic Summit in Saudi Arabia calling for an Arab-Islamic reconstruction fund for Gaza and Lebanon.

The leaders stressed the importance of coordinated efforts to open all crossings for humanitarian aid delivery to all Palestinian territories and to enable UN agencies, especially UNRWA, to fulfill their mandates.

They also called for international support to help these agencies carry out their responsibilities effectively.

They welcomed the establishment of an open-ended working group in cooperation with the UN to create a special fund for sponsoring Gaza’s orphans, estimated at 40,000 children, and to provide aid and prosthetic limbs for thousands of injured individuals, particularly children. In this context, the leaders praised the "Certificate of Hope" initiative launched by Jordan to support Gaza’s amputees and urged countries and organizations to launch similar initiatives to strengthen the healthcare sector and relief efforts in Gaza.
